Make OverlapRemoval dependence optional in FTagEventSFConfig

Some config will run this without overlap removal. Make the dependence optional as for JVT https://gitlab.cern.ch/atlas/athena/-/blob/main/PhysicsAnalysis/Algorithms/JetAnalysisAlgorithms/python/JetJvtAnalysisConfig.py#L15
