TauAnalysisTools: update TauEfficiency correction syst file due to corruption issues

Following up from a file corruption report from @robouque, @maklein and @fcirotto, update TauAnalysisTools to pick up a new file for the TauEfficiency correction.

Note: this is NOT a recommendation update for R22, recommendations are still from R21; so no changes in physics/uncertainty size is expected
