Refactor InDetSecVtxValidation package

This MR refactors the InDetSecVtxValidation into a more streamlined implementation. The InDetSecVtxTruthMatchTool has a new simplified user interface, and interaction with the SG and plotting are moved to InDetSecVertexTruthMatchAlg. The InDetSecVtxTruthMatchTool has also been added to the analysis releases to allow it to be used in analysis.

An executable is also added, runSecVtxTruthMatching.py, which facilitates easily running the algorithm.
