ForwardTransportFast: delete obsolete simulation package

Delete unused Fwd simulation package. From @jchapman:

"it's probably not needed anymore; although we haven't had a validated forward detector simulation configuration since Run2. I would say drop it for now and we can always resurrect it later."

Also loosely related to thread-safety discussions on ATLASSIM-2049.
