Reduce HLT menu generation timeout in CI to 5'

Teng Jian Khoo requested to merge khoo/athena:24.0-TMMT-shorten-CI-timeout into 24.0

With the many recent optimisations, we shouldn't need a 20 minute timeout any longer. Dev is currently at 2', so we can afford a bit of leeway without the window needing to be silly.
