cTAU tuning v2

Jean Yves Beaucamp requested to merge jbeaucam/athena:24.0-cTAU-tuning-v2 into 24.0

This MR contains the second version of the cTAU tuning. The BDT thresholds are now tightened to within the bulk of the distributions, so the eTAUXXM items will also be affected.
