AthenaMonitoringCfg: Remove raise of exception for HLT Mon if data AOD (ATR-28781)

Removing ERROR message and raise of exception if input is data AOD for HLT monitoring configuration. To instead terminate on a per signature basis in future once start removing particular HLT containers from AOD. Follow up of !70836 (merged)
