Fix ATLASSIM-7183 (2nd attempt)

Follow up to !70937 (merged). Correctly configure xAODMaker::EventInfoCnvAlg in simulation jobs running on-the-fly event generation.

Also wrap other calls to CompFactory.xAODMaker.EventInfoCnvAlg in a few unit tests.

build area is cleaned as the previous build was for the MR labeled as full-build
