Projects: Update to LCG_104d_ATLAS_15

Update all relevant Projects to LCG_104d_ATLAS_15 (SPI-2550).

The new layer comes with the following updates and fixes (https://lcginfo.cern.ch/compare_releases/x86_64-el9-gcc13-opt/104d_ATLAS_15/104d_ATLAS_13?mode=short):

• flake8 7.0.0
• pycodestyle 2.11.1
• pyflakes 3.2.0
• flake8_bugbear 24.2.6
• flake8_builtins 2.5.0

MR atlasexternals!1118 (merged) together with an atlasexternals version update will be added in a separate MR.
