Update RPC readout window for RPCDigitToRPCRDO config

Making the RPC readout window settings depend on the corresponding flags for the digit to RDO alg so that it will be configured consistently with the rest of the RPC simulation should the flags be set to their non default values and we won't have to set a separate postExec as in ATR-29238.
