Tune ART memory requirements

There are currently 19 jobs in Digitization that have a memory requirement of 4096 MB/core, following !70308 (merged). Based on ART max RSS statistics, some of those should be able to run on sites with 4 GB/core. This MR changes the maximum memory value from 4096 to 3999 for those tests which are taking less than 4.5 GB/core.
