TrigServices: dump scheduler state on soft timeout

Dump the scheduler state on soft timeout so we can identify the eventID of the slow event. Requires Gaudi v38r0.002 (!71161 (merged)) to actually function, but can be merged independently.

Relates to ATR-27697.
