Fix athenaHLT running: make initialization happen after fork

Stewart Martin-Haugh requested to merge smh/athena:incident_update_athenaHLT into main

Same sort of changes as !69946 (merged). Slightly surprised that this worked out of the box but there is less initialization for the FTF seeding compared to CaloRecGPU.
