Refactor HF Classifier DSID list and add some MC23 ttbar + ttbb samples

Following !70142 (merged) it makes sense to add some new ttbar samples to the DSID list used to determine when the heavy-flavour classifier prior to the next production run.

Turns out that the DSIDList was hardcoded into two separate files, so I've refactored it to exist in one file which is then imported.
