Adding jTAU1 and eTAU1 items to HI L1 menu
Following ATR-29353, two new L1 items, eTAU1 and jTAU1, are added to the HI L1 menu, along with several test chains that are added to Dev HI menu. Effective threshold of new items depends on the ptMinToTopo value. When Trigger.L1.Menu.doHeavyIonTobThresholds flag is set to True (default for HI) the threshold value from L1CaloThresholdMapping.py is taken. The flag needs to be set explicitly if these items are needed for lowMu menu.
