24.0 dq alg new tile trig tower check

Adding a new algorithm that will analyze the bin content of the TilePPMContainerSpike histograms, and display yellow/red/green depending on the severity of the spike. The algorithm is set up to check all of the bins in the histogram and display the worst case status. We have also created a script in workbench to test the algorithm.
