TrigEDMConfig: adjust testEDMRun3 to allow empty output format list (ATR-29359)

  • A simple edit to testEDMRun3 to allow zero output formats for a Run 3 trigger EDM entry, which is allowed (e.g. when removing obsolete containers from the EDM).
  • TrigEDMConfig_testEDMRun3_ctest now runs successfully if a Run 3 trigger EDM entry has no output formats.
  • This affects open MRs !70041 (merged) and !71189 (merged).
