Update test_bulkProcessing_hi23_upc.sh with more recent AMI tag f1406 using auto config for HI reco

Update the ART nightly test test_bulkProcessing_hi23_upc with a more recent AMI tag f1406 that is using auto configuration for HI reconstruction. This follows the problem that MR !70945 (merged) had in the nightly ART tests followed here ATR-29320. The update was also discussed in the reconstruction meeting and deemed to be useful.
