TauTrig: clean TrigTrackPreSelHypoTool code

This MR is cleaning the TrigTrackPreSelHypoTool to remove the selection part in this Hypo. This Hypo was configured to be a pass-through Hypo since beginning on Run3, so the selection part was effectively not using during data taking

No trigger counts change are expected
