TileMonitoring: Update Tile TB cell monitoring for FELIX

Tile TestBeam cell monitoring has been updated to add possibility to monitor cells reconstructed from data readout via FELIX:

• possibility has been added to scale cell energy;
• name of the Tile TB cell monitoring algorithm, input calo cell container, cell energy scale factor, and top directory has been set up differently for cells reconstructed from data readout via FELIX and legacy system.
