Modified testing condition, special chain cases treatment implemented

Witold Wojciech Przygoda requested to merge wprzygod/athena2023:24.0 into 24.0
  1. Adding special cases "HLT_e26_lhmedium_nod0_mu8noL1" and "HLT.*tau.xe." which need different than default testing
  2. Correction of multiplicities and chain leg ID assignemnts to TE elements for "HLT.*tau.xe."
  3. Modification of testing condition in such a way that matching of Run2 and Run3 is on a level of objects, instead of group of objects
