Update to HION7 derivation to use lower pT threshold for tracks (ATLHI-537)

This MR has two changes w.r.t. to the HION7 derivation:

  1. track-pt cut reduced to 500 MeV
  2. Event-filtering changed to '(HLT_j100_ion_L1J20 && count(AntiKt4HIJets.pt >99.5*GeV) >=1 )'

The above is done using a new flag in the HION7 derivation file to select the alternate requirements.
