Egamma fix for timing cut issue also for MC, on by default

Jean-Baptiste De Vivie De Regie requested to merge ATLAS-EGamma/athena:main_egCalibFixMissingCells_mc into main

The egamma mitigation for the timing cut issue at derivation level is also applied to MC. Moreover it is switched on by default. For run 2 data and mc (based on runNumber vs 400000), it should not do anything (even if the added energies in L2 and L3, a priori tiny, exist as decorations)

It will a priori change the output of PHYSLITE tests.
