Add Jpsi+eta_c and update BPHY23

Added a new channel of Jpsi+eta_c -> 2mu + 4pi. New c++ files JpsiPlusEtacSingleVertex.* were added for it. File BPHY23.py was also updated (removed the B meson modes for 4mu+npi channels, and added the steering code for Jpsi+eta_c -> 2mu + 4pi). Target release is still 21.2.
