Fixes iconfTool

Fix to: ATEAM-979 The change is trivial, basically basic config loading code relied on command line options defined in confTool.py and not in iconfTool. Trivial move of the code to base command line parser fixes the issue.

This change should also land in main release. Do I need to do sth about it here?
