Add Fcal ET sum hypo tool

This MR is related to ATR-29513 The MR contains a technical refactor in which HypoAlg name is made more universal as it will be serving two implementations of HypoTools - both working on HI specific EventShape object. Rename of tool interface for the same reason. Addition of new implementation of the hypo tool that would cut FCal ET to select UCC events.

Followups: addition of some reasonable L1 thresholds to the menu and a setup of the HLT chains. BTW, we should add monitoring of FCal ET online.
