CA migration of SCTValid derivation framework [ATLASRECTS-7848]

SCTValid RAWtoALL format migration to CA. SCTVALID is heavily used by SCT to analyse calibration scans, special run and monitoring. Full discussion in ATLASRECTS-7848.
