Add JO for xAOD HGTD single pad cluster test

Add python script for testing single pad clusterization for HGTD with legacy Athena reconstruction and using the new xAOD EDM reconstruction. The script is located under Tracking/Acts/ActsConfig/scripts and can be run specifying the reconstruction: python ActsHGTD_single_pad_clusterization_test.py --mode legacy python ActsHGTD_single_pad_clusterization_test.py --mode xAOD
