MuonR4 - Introduce RpcMeasViewAlg to merge BI & legacy strips into a single container

  • The RpcMeasViewAlg merges the legacy (1D) & BI (2D) rpc strips into a single container
  • The container is swallowed by the MuonSpacePointMaker algorithm and hence by the Hough pattern chain
