first version of JetCalibrationTool using JetToolHelpers

Now that JetToolHelpers is in the release, we rebuilt the JetCalibrationTool using this new package that handles the inputs needed for the calibration.

This MR includes the main interface for users JetCalibTool, and the individual steps for jet calibration, JES, GSC, and Pileup.
