Add default test condition tags and cleanup InDetDetDescr

Add default test condition tags and cleanup InDetDetDescr as an example.

For now Run 2 data+MC, Run 3 MC and Run 4 MC are provided. Run 3 data does not have a global tag for now so the idea is to first cleanup everything else and decide what to do with Run 3 data as we go.

Auto-configuration based on LHCPeriod is provided.
