TriggerAPI update: New TriggerAPISession helper class, and support for Run3 GRLs

Will Buttinger requested to merge will/athena:24.0-triggerAPIDev into 24.0

This should have gone into 24.0 ... sorry the previous MR (!72226 (merged)) was targetting main I didn't see it should have targeted 24.0, d'oh ... new MR here to bring into 24.0 as well.

Or should this now be a cherry pick from main to 24.0?
