Draft: Decouple Trigger and TriggerSF config blocks

The dependency of the TriggerSF block to the Electrons, Muons or Photons doesn't seem to be properly taken into account with the combined block for Trigger and TriggerSF.

Decoupling them until this is sorted.

Solves the crash reported in ATLASG-2731 but does not address the fundamental dependency issue
