MuonR4 - Move BI - Rpc fast digitization approach to the fast digi tool & augment the RDO

Hi everybody,

this MR is gonna move the developments by @pswallow into the RpcFastDigitizationTool and augment the xAOD::NRpcRdo to make it coping with the BI digits

  • introduce the RpcToyCabling write algorithm. It writes a valid cabling map for the rpcs aiming for xAOD::NRpc rdos.
