moving legacy forward jet triggers from MC menu back to Physics

Ines Ochoa requested to merge miochoa/athena:miochoa-forwardtriggers into 24.0

Re-enabling legacy forward jet triggers.

If it's not possible to add all of them, our preference is to re-enable at least HLT_j45f_L1J15p31ETA49 (~10 Hz, see ATR-29554).
