Adding eta restricting emerging jet chain to the Dev Menu

Pantelis Kontaxakis requested to merge pakontax/athena:add_emerging_jet_chains into 24.0

Adding HLT_j200_0eta140_emergingPTF0p08dR1p2_a10sd_cssk_pf_jes_ftf_preselj160_L1jJ16 to the dev menu, which is now restricted in eta range (0eta140 previously was 0eta180), in order to reduce the CPU cost while maintaining the lower preselection version (preselj160).
