Use EvtIdModifierSvc in AthenaMtesEventLoopMgr

AthenaHiveEventLoopMgr uses EvtIdModifierSvc whereas AthenaMtesEventLoopMgr doesn't. AthenaMtesEventLoopMgr now uses EvtIdModifierSvc in the same way that AthenaHiveEventLoopMgr does.
