CP Alg: add new TauSelectionTool config files using no eVeto and GNTau options

This MR is going to add more TauSelectionTool configuration files adding the possibility to use the new GNTauID instead of the (default) RNN TauID. In addition, user can choose to switch off eVeto in the TauSelectionTool to avoid true tau signal loss when electron mis-reconstructed as tau is not major background for an analysis
