Expand functionality of ProtoTrackCreationAndFitAlg

This MR is a small change to ProtoTrackCreationAndFitAlg. It adds option for the algorithm to record protracks created there as an intermediate object already. In addition there is option to update prototrack parameters from the output of the track fit done there already.

This should get us close to setup the algorithm that would take prototracks and feed them to CKF to be extended by pixel hist in EF tracking usecase.
