AthenaPoolCnvSvc+RootStorageSvc: Workaround for the ROOT forward compatibility issue

This MR sets the forward compatibility bit for EVNT and RDO files to work around the issue discussed in ATEAM-1001. Once the ROOT fix is backported to the version that is used in release 21, we probably won't need this. To be confirmed.
