introduce configuration for NSW digi smearing
This MR introduces the configuration for the NSW digit efficiency cond alg. Furthermore, it contains a few minor fixes to them. The searing is not yet applied but the corresponding code blocks are added as commented code so that we switch between applying the smearing or not in local versions of the code.
