Avoid skipping space points outside ACTS seeding tools

This PR provides a fix to https://its.cern.ch/jira/browse/ATLASRECTS-8027 A detailed description of the problem is provided on the JIRA ticket. Currently the cut on the space points before filling the grid in the ACTS seed search is disabled and can be re-introduced either:

  • during space point formation
  • via a new functionality that will be added to the next ACTS version.

This PR aims to restore the FastTracking CI tests as in any case there will be future modifications to the fastTracking implementation
