Add EFTracking FPGA chain

This is the 3rd split-up MR from !71738 (closed), covering EFTRACK-480. The 1st and 2nd MRs are !71845 (merged) and !72143 (merged).

This MR adds the EF Tracking FPGA pass to the ITK Reconstruction chain.

This chain is the groundwork of the FPGA chain and is under active development. Therefore, it may not be fully functional and includes experimental features.

This package is a standalone WIP, and this MR will not affect production and validation workflow.
