Extension ckf algorithm

Tomasz Bold requested to merge tbold/athena:extension-ckf-algorithm into main

This is start of the alg that would perform CKF on prototracks produced by EFTracking. It is not realy ready yet, but it would be good for experts to have a look in case the direction can be corrected. There is quite a lot of duplication of code between TrackFindingAlg - that is expected at this phase.
