FPGATrackSim update for ITk Strip dataformat
This MR adds the logic to encode the current strip EDM into a format where information in the ITk Strip EDM can be extract for the TV generation. This change the FPGA hit EDM and requires and update of the reference wrapper files.
Also, add a missing getter in the EDM and a const reference return for access road objects, so we keep all EDM breaking update in one MR
