MuonR4 - Convert R4 hough pattern into legacy data format
Convert the R4-Hough patterns into the MuonPatternCombinationCollection that can be parsed to the legacy SegmentMaker. Augment the hough pattern tester to schedule the legacy pattern chain and 2 segment + track reconstructions using the new and old pattern approach.
