VP1: Adding first support for ACTS Tracks to VP1TrackSystems

This adds preliminary support for ACTS Tracks to VP1, adding two new categories of handles TrackHandle_TrackContainer and TrackCollHandle_TrackContainer. Additionally, since there were some big assumptions about the type of information available in TrackHandleBase etc I had to re-design a lot of this.

This is not complete - for instance, the measurements in the convertor are not yet working and so cannot be tested in VP1. And for as-yet unknown reasons, the RPC surfaces (from the TrackStateProxy are counted as free surfaces (and so are not visible by default). But here are some screenshots showing parameters (in blue), RPC surfaces (in green). The browser is also shown.
