In this MR three new topo items, DPHI-2eEM1, DPHI-2eTAU1 and DPHI-2jTAU1 are added to the HI menu. The addition of DPHI-2jTAU1 was possible after merge of !73221 (84a98f72) - small addition in L1TopoHardware.cxx was needed though, to implement the new item in the menu (FYI @jajimene) Reference JIRA ticket: ATR-29784
