Update CMakeLists.txt - check AtlasProject environment variable when deciding if to enable tests

In some project-level CMakeLists the ATLAS_PROJECT variable isn't set, but asetup ensures the $AtlasProject env var is set, so it would be nice if this could be checked as well.
