MagicNumbers.h: Updates for pile-up truth

MagicNumbers.h: Introduce barcode-independent versions of HepMC::ignoreTruthLink and HepMC::is_truth_suppressed_pileup

The new methods are not used yet, but adding them first allows easier testing.
